Gerakan Sayang Perempuan Ojek Online (GASPOL) Program is a women's empowerment program implemented by the East Java Office of Women's Empowerment, Child Protection, and Population Affairs (DP3AK) for women online motorcycle taxi drivers. This study aims to analyze the public value created through the implementation of the GASPOL Program using the dimensions of service, outcomes, and trust/legitimacy proposed by Kelly et al. (2002). This research used a descriptive qualitative method. Data were collected through interviews, observations, and documentation, and analyzed using the interactive model of Miles et al., (2014). The results show that the GASPOL Program has created public value through all three dimensions. In the service dimension, public value can be seen from training activities that match participants' needs, a supportive service approach, and easy access to information and assistance. In the outcomes dimension, the program provides benefits such as improved skills, business opportunities, increased self-confidence, and social support. In the trust/legitimacy dimension, participants trust the program implementers because of consistent activities, open communication, and ongoing assistance. The public values created include economic value, social value, empowerment value, equality value, independence value, and protection value. However, some participants still face challenges in developing their businesses, and continuous mentoring remains an important issue. Overall, the GASPOL Program has provided positive benefits and created public value for women online motorcycle taxi drivers through empowerment activities that support their needs and development.
