TINJAUAN SIYASAH TANFIDZIYYAH TERHADAP IMPLEMENTASI PASAL 13 AYAT 1 UNDANG-UNDANG NOMOR 13 TAHUN 2003 TENTANG KETENAGAKERJAAN (STUDI DI DINAS KETENAGAKERJAAN KABUPATEN LAMPUNG BARAT)

Abstract

This research is motivated by the increasing unemployment rate in West Lampung Regency, which indicates that the implementation of Article 13 paragraph (1) of Law Number 13 of 2003 concerning Manpower has not been implemented optimally. This study focuses on analyzing the implementation of the provision and examining it from the perspective of Siyāsah Tanfīdziyyah. The research employs a field research method with a descriptive qualitative approach. The data sources consist of primary and secondary data. Data were collected through interviews, observation, and documentation. The research informants consisted of five people: one staff member from the Training and Labor Productivity Division, one Head of the Vocational Training Center (BLK), one staff member from the Finance Subdivision, and two community members who participated in the training program. The data were analyzed descriptively and qualitatively. The results show that the implementation has been carried out through vocational training programs at the BLK and has improved community skills, but it has not been optimal. From the perspective of Siyāsah Tanfīdziyyah, the implementation reflects the principles of amanah, justice, public benefit (maslahah), and the responsibility of ulil amri, although improvements are still needed in access, facilities, post-training assistance, and evaluation.
