ANALISIS ISI DAN TEORI FRAMING PADA PENGUMUMAN WORK FROM HOME OLEH GUBERNUR PRAMONO ANUNG BAGI APARATUR SIPIL NEGARA DI LINGKUNGAN PEMERINTAH PROVINSI DKI JAKARTA

Abstract

This study examines the Work From Home policy for State Civil Apparatus (ASN) of the DKI Jakarta Provincial Government by Governor Pramono Anung. This policy from the Ministry of Administrative and Bureaucratic Reform (Kemenpan RB) is examined through two communication theories: content analysis and framing, with its impact on ASN and the public in DKI Jakarta. The findings indicate that this announcement has an impact on the provision of important information and its relationship to energy efficiency, as the purpose of WFH. This study found that Governor Pramono Anung's method of conveying information is clear and in line with Kemenpan RB policy.

Penelitian ini mengkaji tentang kebijakan Work From Home bagi Aparatur Sipil Negara (ASN) Pemerintah Provinsi DKI Jakarta oleh Gubernur Pramono Anung. Kebijakan dari Kementerian Pendayagunaan Aparatur Negara dan Reformasi Birokrasi (Kemenpan RB) ini dikaji melalui dua teori komunikasi yaitu analisis isi (content analysis) dan framing dengan dampaknya bagi ASN dan masyarakat di DKI Jakarta. Temuan menunjukkan bahwa melalui pengumuman ini berdampak bagi pemenuhan informasi yang penting dan hubungannya dengan efisiensi energi sebagaimana tujuan adanya WFH. Penelitian ini menemukan cara Gubernur Pramono Anung menyampaikan informasi jelas dan sejalan dengan kebijakan Kemenpan RB.
