COLLABORATIVE GOVERNANCE PENTAHELIX DALAM PENGELOLAAN MANGROVE UNTUK KETAHANAN PESISIR KABUPATEN INDRAGIRI HILIR

The mangrove ecosystem in the coastal area of Indragiri Hilir Regency faces increasingly complex pressures stemming from coastal abrasion, tidal flooding, seawater intrusion, and land-use conversion. These challenges cannot be resolved through a sectoral approach alone, necessitating the active involvement of multiple stakeholders. This study aims to analyze the implementation of collaborative governance based on the pentahelix model in mangrove management as a strategy to strengthen coastal resilience in Indragiri Hilir Regency. A qualitative approach was employed through a literature review of secondary data, including scientific articles, research reports, and official publications, which were subsequently analyzed using descriptive analysis. The findings reveal that collaboration has been carried out through the roles of government, academics, the private sector, local communities, and the media, as reflected in initiatives such as the Mangroves for Coastal Resilience program. Nevertheless, collaborative dynamics remain constrained by ongoing land-use conversion, weak area supervision, and the community's economic dependence on mangrove timber. It is therefore recommended that mangrove management be directed toward strengthening oversight mechanisms and promoting adaptive, sustainable resource utilization.
