Abstract

The digital transformation agenda in the public sector has encouraged the Indonesian government to strengthen electronic-based procurement systems to improve transparency, efficiency, and accountability in public procurement. One of the innovations introduced is e-Catalog Version 6 (V6), developed collaboratively by the National Public Procurement Agency (LKPP) and PT Telkom Indonesia as an integrated procurement platform. This study aims to analyze the implementation of e-Catalog V6 in improving the effectiveness of public procurement within the Government of West Java Province. The research employed a qualitative descriptive approach using interviews, observations, and documentation studies as data collection techniques. Data were analyzed using the interactive model of Miles, Huberman, and Saldaña. The implementation process was examined through the Technology–Organization–Environment (TOE) framework, while system effectiveness was assessed using the dimensions of goal attainment, consistency and reliability, responsiveness, service quality, and user satisfaction. The findings indicate that e-Catalog V6 has contributed positively to procurement effectiveness by accelerating administrative processes, reducing paper-based procedures, enhancing transaction transparency, and facilitating real-time procurement monitoring. Furthermore, the system demonstrates satisfactory performance in terms of service quality, reliability, responsiveness, and user satisfaction. However, several challenges remain, particularly related to the integration of e-Catalog V6 with regional financial systems, disparities in user digital competencies, and delays in resolving technical issues. The study concludes that e-Catalog V6 has become an important instrument in supporting digital transformation and improving public procurement governance in local government institutions, although further optimization is required to maximize its effectiveness.
