Abstract

This article analyzes the role of the village government in implementing governance policies for the management of natural tourism potential in Tlogopakis Village. Although Tlogopakis Village possesses significant natural tourism resources, their utilization has not yet generated optimal benefits for improving community welfare. As the primary actor in public policy implementation, the village government plays a crucial role in establishing effective governance through planning, implementation, coordination, and community empowerment. This study employs a qualitative approach using a case study method. Data were collected through in-depth interviews, field observations, and document analysis, and were analyzed using an interactive data analysis technique consisting of data reduction, data display, and conclusion drawing. The findings indicate that the Tlogopakis Village Government has played an active role in implementing tourism governance policies by formulating destination development programs, strengthening collaboration with various stakeholders, and empowering local communities through capacity-building programs and the development of micro-enterprises. Nevertheless, the implementation process continues to face several challenges, including limited human resource capacity, inadequate financial support, insufficient tourism promotion, and suboptimal community participation in destination management. The study further reveals that collaborative and participatory tourism governance contributes to the growth of local economic activities by creating business opportunities, increasing community income, and strengthening the village's economic self-reliance in a sustainable manner. This study implies that strengthening the institutional capacity of the village government, enhancing synergy among stakeholders, and developing policies based on local potential are strategic factors in achieving inclusive and sustainable rural economic development.
