This study aims to analyze the DKI Jakarta Provincial Government's waste management policy for 2025, specifically within the Administrative City of East Jakarta, where the accumulation and annual increase of waste pose significant challenges. A qualitative approach was employed, utilizing data collection methods such as observation, interviews, and document analysis. Data analysis was conducted descriptively and qualitatively based on the policy implementation model proposed by Edwards III (1980), covering indicators of communication, resources, implementer attitudes, and bureaucratic structure. The results indicate that the implementation of the DKI Jakarta Provincial Government's waste management policy—particularly in East Jakarta—has not yet proceeded optimally. Human resources for waste management operations remain inadequate due to budgetary constraints, resulting in deficiencies regarding both the quality and quantity of personnel. Furthermore, administrative sanctions outlined in the policy have not been strictly enforced against the public in East Jakarta, contributing to the continued annual accumulation of waste. A lack of public participation and support for waste management efforts in the area further hinders attempts to reduce waste piles. These issues are exacerbated by limited waste management technology in DKI Jakarta, public indifference toward the environment (manifested in littering and the consumption of single-use packaged foods), and a lack of strict regulation regarding producers who utilize plastic packaging—all of which drive the continued increase in waste, particularly in East Jakarta. Consequently, a more comprehensive and sustainable public policy analysis is required to improve waste management implementation in the Administrative City of East Jakarta.
