Abstract

The issue of ensuring access to clean water is a dynamic and complex one. Therefore, adaptive governance is needed to address the various challenges and changes faced in the provision of clean water services. This study aims to analyze the application of adaptive governance in ensuring access to clean water for the people of Pematangsiantar City by Perumda Tirtauli, using the four adaptive governance indicators according to Armitagy & Plummer. This study employed qualitative research methods through interviews, observation, and documentation. The results indicate that Perumda Tirtauli has implemented adaptive governance principles in ensuring access to clean water through various forms of adaptation, organizational learning, environmental governance, and risk management strategies. However, infrastructure strengthening, increased collaboration with various stakeholders, and reduction of water loss are still needed to support the sustainability of clean water services for the people of Pematangsiantar City.
