Abstract

The Regional Government Implementation Report (LPPD) is an important instrument in regional governance that serves as a form of accountability of regional heads to the central government. In practice, delays in submitting LPPDs by South Minahasa Regency are still found, which impacts the quality of reports and the effectiveness of evaluation of regional governance. This study aims to analyze the strategy of the Bureau of Government and Regional Autonomy of the Regional Secretariat of North Sulawesi Province in improving the quality of LPPD submissions in South Minahasa Regency. The study used a qualitative descriptive method with data collection techniques through observation, in-depth interviews, and documentation. Data analysis was carried out through data reduction, data presentation, and drawing conclusions. The results of the study indicate that the implemented strategy has been running quite well through the establishment of clear objectives, implementation of technical guidance, intensive coordination with the district government, utilization of apparatus resources, and regular monitoring and evaluation. However, there are still obstacles such as delays in data submission from OPDs, limited apparatus competency in managing Key Performance Indicator (IKK) data, and suboptimal utilization of information technology. Therefore, it is necessary to increase human resource capacity, strengthen coordination across regional agencies, and optimize digital-based information systems to improve the quality of LPPD delivery in a sustainable manner.
