MENGHINDARI “KEKELIRUAN PERENCANAAN STRATEGIS MINTZBERG” PADA KONTEKS PERENCANAAN PEMBANGUNAN DAERAH DI INDONESIA

Perencanaan strategis merupakan kerangka kerja krusial dalam pembangunan daerah di Indonesia, tetapi sering terjebak dalam kegagalan proses karena dianggap sebagai rutinitas. Kajian ini berfokus pada what not to do untuk mengevaluasi proses perencanaan strategis di instansi pemerintah daerah guna menghindari tiga kekeliruan menurut Henry Mintzberg, yaitu kekeliruan prediksi, pemisahan, dan formalisasi. Dengan metode kualitatif berupa kombinasi studi dokumen dan observasi partisipatif, kajian ini menganalisis tahapan perencanaan sesuai dengan Permendagri No. 86 Tahun 2017 melalui lensa teori keagenan. Hasil analisis menunjukkan bahwa proses ini sangat rentan terhadap ketiga kekeliruan tersebut. Dominasi hierarki (top-down) dengan gaya kalkulatif, manipulasi data (moral hazard), dan pemisahan antara perencana dengan realitas operasional menghambat kolektivitas dalam pemikiran strategis yang adaptif. Hal ini diperparah dengan jangka waktu penyusunan rencana strategis dalam 6 (enam) bulan setelah Kepala Daerah dilantik yang bertepatan dengan jangka waktu larangan pelantikan pejabat struktural di daerah. Kajian ini merekomendasikan penerapan committing style untuk membangun komitmen dan keterikatan emosional terhadap strategi, rekonseptualisasi peran perencana sebagai katalis (bukan sekedar analis), serta standardisasi kompetensi tim penyusun rencana.
