Abstract

This study aims to analyze the implementation of the e-HDW (Electronic Human Development Worker)
web application by Human Development Cadres (KPM) in data-based health development planning in
Talawe Village, Watang Sidenreng District, Sidenreng Rappang Regency, and to identify the supporting
and inhibiting factors of its implementation. This research employs a qualitative approach with a
descriptive type. The informants consisted of the Human Development Cadre (KPM), village government
officials, and village midwife/health workers. Data were collected through observation, in-depth
interviews, and documentation, and analyzed using Miles’ (1994) interactive model assisted by NVivo
software. The results show that the e-HDW application has been routinely used by KPM, village
government, and health workers as a basis for health development planning. The implementation is
analyzed through six dimensions of Van Meter and Van Horn’s (1975) policy implementation theory,
covering policy standards and objectives, resources, inter-organizational communication, characteristics
of implementing agents, socio-economic and political conditions, and the disposition of implementers.
Supporting factors include village government commitment, KPM’s motivation, good coordination, and
cooperative community participation. The main inhibiting factor is unstable internet connectivity. The
convergence score of Talawe Village increased significantly from 27.88% in Quarter 1 to 81.61% in
Quarter 2 of 2026, indicating that the application is actively implemented and operational.
